MEPCO New Connection 2026: Apply, Fee, Tracking & Status
A new electricity meter in South Punjab is not granted at an official’s discretion. It runs on one rulebook — NEPRA’s Consumer Service Manual, last updated 26 November 2025 — and MEPCO is bound by every clause of it. Knowing what that document says is the difference between a 30-day connection and six months of return trips to the sub-division office.
Which category your connection falls into
Your sanctioned load and supply voltage place you in one of five categories. The category decides who approves your file and how long MEPCO has to finish the job.

Nearly every house and small shop sits in Category 1. As a rough guide for what to declare, NEPRA assesses a 5-marla plot at 5 kW, 10 marla at 6.6 kW and 1 kanal at 10.61 kW — but for an individual connection the load you write on the form governs, subject to your wiring test report.
Documents you must attach
- Ownership proof of the premises — registry, fard, mutation (intiqal), allotment letter or sale deed
- Affidavit by the owner on Rs. 50 non-judicial stamp paper stating no connection existed there before, that any earlier dues discovered later will be paid, and that the applicant is not a defaulter of any connection in any DISCO
- Attested CNIC copies of the applicant and one witness
- Wiring test report from the Electric Inspector or his authorised wiring contractor
- Approved map, site plan, layout plan or NOC from the civic agency
- For companies: certificate of incorporation, board resolution naming a signatory, and a list of directors with CNIC copies
Applying as a tenant
You need an NOC from the owner, the owner’s ownership proof, and a separate affidavit on Rs. 50 stamp paper in which the landlord accepts liability for your unpaid bills. The owner may request disconnection if a tenant defaults three months running.
When the approved map is not required
This is where most files stall unnecessarily. NEPRA exempts you from the map or NOC requirement if the premises sit inside an approved housing scheme, society, plaza or multi-storey building; if the land was never acquired or developed by the civic agency; in old abadis where land is inherited native property; or in areas served through an award list, where settlers carrying that address on their CNIC need no NOC at all. Additional connections, load changes, tariff changes and name changes need no map anywhere.
The exception runs the other way for high-rise buildings: those inside an approved society, and any in a rural area, must produce an approved map or NOC.
How to apply
The application form and Power Supply Contract are free of charge, in English and Urdu, at every MEPCO sub-division, division and circle office, and on MEPCO’s website. Anyone charging you for the form is running a scam.
You may submit in person or online. MEPCO has been moving its online intake between the national ENC system and its own app-based portal, so confirm the live route on MEPCO’s website or at your sub-division before you start.
On receipt, MEPCO must issue an acknowledgement receipt and allot you a Tracking ID / Case ID. Save it — every later step depends on it. You are also entitled to a signed copy of the completed form, all four parts, for your own record, and you may complain if it is withheld.
What a MEPCO new connection actually costs
There is no fixed price list, and any site quoting one has invented it. NEPRA sets a formula:
- Connection charges = actual cost of material including 12% store handling charges (call this X), plus 8% of X as installation charges. Housing societies, plazas and multi-storey buildings pay a further 1.5% of X for electrification design vetting.
- Because the figure is driven by the material your specific site needs — poles, conductor, service cable, transformer capacity — a house 20 metres from an existing pole and one 200 metres away receive very different notices.
- Security deposit is charged separately, per kW, and is refundable. NEPRA’s Annexure IV sets residential rates at Rs. 1,220/kW urban and Rs. 610/kW rural, with commercial higher; confirm the current figure against your own demand notice, as these rates are revised. Part-kilowatts of 0.5 or more round up. On permanent disconnection the deposit is refunded within 30 days, provided no dues remain.
The demand notice
Two notices are issued together — one for capital cost, one for security deposit. You can download them using your Tracking ID rather than waiting for the post.
- 30 days to pay, at the designated bank branches named on the notice
- A further 30-day grace period on request, submitted at least three days before expiry
- Instalments are allowed and MEPCO may not charge mark-up on them
- Since the 2025 amendments, MEPCO must attach a full bill of quantities. No estimate may be issued without itemised detail
- No escalation charges may be applied to residential loads up to 20 kW or commercial up to 15 kW
Once paid in full, your file receives a final priority number.

For housing-scheme and multi-storey electrification, these periods double.
If MEPCO misses the deadline
This clause is worth quoting at the counter. Where MEPCO fails to act within the stipulated time, it must give written reasons for each day of delay to you, with a copy to NEPRA — and the delay does not release it from the obligation to complete the work.
If that produces nothing, escalate to the Provincial Office of Inspection (Electric Inspector) under Section 38 of the 1997 Act, with appeal to NEPRA within 30 days, or complain directly to NEPRA under Sections 35-A and 39.
Tracking your application
Keep your Tracking ID and CNIC to hand; both are accepted for a status check. MEPCO’s toll-free helpline is 0800-63726, with 118 for the national power complaint line and 8118 by SMS. Billing complaints go through the PITC portal at ccms.pitc.com.pk.
Building a house? Ask for a temporary connection
Construction sites qualify for a temporary supply, granted for six months and extendable in three-month blocks until the work finishes. It uses the same application form. The security deposit is the estimated cost of your consumption, and it is adjusted against your permanent connection rather than lost — as is the metering equipment, which is reused when the connection is regularised.
Your first bill
MEPCO must issue the first bill within two months of the connection date, and any complaint about a missing first bill must be settled within 15 days. Once it arrives, you can check your MEPCO bill online with your reference number, and use the bill calculator to confirm the units and slab rate match the load you were sanctioned.
